Ashley Davis serves as the Emergency Management Director and Assistant Vice President
for Florida A&M University (FAMU) with the Division of Student Affairs. In 2021, he
joined FAMU after fifteen years in Florida disaster preparedness and response. Ashley
has served with the State Emergency Response Team of Florida during hurricanes, floods,
tornadoes, oil spills, wildfires, and pandemics. He has responded or deployed to over
60 disasters, including 37 major declared disasters that impacted Florida or the nation.
In the summer of 2004, Hurricane Ivan impacted his home, job, and schooling and marked
the beginning of his career in emergency management. Ashley lost his house and job
due to Hurricane Ivan's impacts. Ashley transferred to Florida State University to
study Emergency Management and Homeland Security at the undergraduate and graduate
levels. During the Fall semester of 2022, Ashley began his doctoral studies at FAMU
in Educational Leadership.

Florida A&M University (FAMU) is proud to announce the appointment of Ms. Ivy A. Baker as the Deputy Director of the Emergency Management Department. With over 17 years of dedicated service in emergency management, Ivy brings a wealth of knowledge and expertise to her new role. Ivy’s journey in emergency management began as a Communications Operator with the Tallahassee Police Department and the Consolidated Dispatch Agency. Her commitment to public safety and disaster preparedness led her to various roles, including Operations Officer and Training and Exercise Coordinator with the Florida Division of Emergency Management. Most recently, Ivy served as a Training and Exercise Manager with the Florida Department of Health, where she gained invaluable experience in public health preparedness planning.
Ivy holds a Bachelor of Social Science and Public Administration and a Master of Public Administration, complemented by a graduate Emergency Management and Homeland Security certificate from Florida State University. She is actively involved with Sigma Gamma Rho Sorority, Inc. Her academic achievements match her practical certifications, including Federal Emergency Management Agency Incident Command System trainer certification and expertise in numerous emergency management-related courses. Ivy is also a certified Continuity of Operations Practitioner, Certified Public Manager, and Master Exercise Practitioner.
Throughout her career, Ivy has been a key player in emergency operation activations for various crises, including severe weather events, mass shootings, and public health emergencies. Her diverse experience and comprehensive skill set make her a valuable asset to FAMU and the Emergency Management team.

We are thrilled to announce that Pedro Rebolledo has joined the Florida A&M University (FAMU) Department of Emergency Management as the Emergency Management Coordinator.
Pedro’s career in Emergency Management began at the local level with Leon County Emergency Management. During his tenure there, he collaborated with partner agencies on training opportunities and preparedness initiatives, significantly expanding the county’s emergency management resources. He has actively participated in multiple Emergency Operations Center activations for civil unrest, pandemics, and natural disasters.
Most recently, Pedro held a role in Emergency Management with the Leon County School District. In this capacity, he was responsible for enhancing protocols and policies while developing systems to ensure the school district was prepared to respond to and recover from man-made and natural disasters. Pedro created new school emergency management initiatives, ensuring all Leon County School District sites complied with Florida’s Department of Education regulations.
Pedro holds a Bachelor of Science in Emergency Management from the University of Florida. He has acquired certifications from the Federal Emergency Management Agency, the State Emergency Response Team, and local response organizations.
Pedro brings a wealth of experience at the local and state government level and a wide range of skills from his diverse roles throughout his career. We are excited to welcome him to Florida A&M University, where he will contribute significantly.
